In March 2006, fifteen more communities were selected for participation in the Community Action on Energy Efficiency (CAEE) pilot program as Phase Two of the provincial initiative. Phase Two ran from March 2006 until March 2007. There were two streams within this new phase:
- Local Government Policy Instruments Initiative - Policy, research and
leadership that advance energy efficiency for private and public sector buildings.
- Energy Savings Plan - A one-year incentive pilot for residential and commercial buildings retrofits
CAEE's Local Government Policy Instruments Initiative promotes leadership in achieving energy efficiency in buildings by providing direct policy and technical support to local governments through a partnership with the Fraser Basin Council. Its objectives of which are to:
- Assist local governments in developing new policy, regulations and initiatives to increase the energy efficiency of buildings in their communities.
- Facilitate communication amongst communities and support organizations (utilities, senior government, NGOs) to share lessons learned and develop joint initiatives.
The following communities were accepted into Phase Two, each was provided with $10,000 to assist with policy and bylaw development which they had to match with in-kind contributions. Communities were also given access to Energy Savings Plan pilot incentives for home and building owners.
