In October 2006 eleven more communities were selected for participation in the Community Action on Energy Efficiency (CAEE) pilot program as Phase Three of the provincial initiative. Phase Three ran from October 2006 until March 2007. A third stream was added to CAEE in this new phase:
- Energy, Greenhouse Gas and/or Air Quality Planning - Streamlined energy, greenhouse gas, and/or air quality plans in support of local government priorities.
CAEE Phase Three program promotes leadership in achieving energy efficiency in buildings by providing direct policy and technical support to local governments through a partnership with the Fraser Basin Council and the Community Energy Association.
The following communities were accepted into Phase Three. Each community will develop an energy efficiency program unique to its own needs and policies:
- City of Abbotsford
- City of Campbell River
- Capital Regional District (inlcuding Colwood, Esquimalt, Highlands, Langford, Metchosin, North Saanich, Oak Bay, Sidney, Sooke, View Royal - Central Saanich, Saanich and Victoria were already involved in the pilot)
- Regional District of Central Kootenay
- Regional District of Nanaimo
- City of Kamloops
- City of New Westminster
- City of Port Moody
- City of Surrey
- District of Squamish
- District of Vanderhoof
Phase Three of the CAEE program is a collaboration among the Ministry of Energy, Mines and Petroleum Resources, Ministry of Environment, Ministry of Community Services, Natural Resources Canada, Fraser Basin Council, Community Energy Association, BC Hydro, FortisBC, Terasen Gas, and the Union of BC Municipalities.
