ESP Pilot Programs

Administered by City Green Solutions and implemented in partnership by City Green Solutions, Light House Sustainable Building Centre and Homeworks Services, the Energy Savings Plan (ESP) was tasked with developing and implementing a series of incentive packages and outreach and educational initiatives aimed at encouraging the market uptake of energy efficiency measures in British Columbia buildings.

Initiated as a one year pilot project operating in 24+communities between March 2006 and March 2007, the ESP pilot program targeted energy savings measures for existing single family homes, multi-unit residential buildings, affordable multi unit housing and new and existing commercial buildings.

ESP's short-term objective was to deliver 80,000 gigajoules of energy savings by March 31, 2007. With a total project budget of $2,199,125.88, one year of ESP project activities resulted in:

  • 116,237 GJ of energy savings, exceeding the MEMPR established project target by 45%.
  • Home/building owner, community and partner financial investments totalling $11,854,493.73. Each dollar invested in incentives by the province resulted in $6.28 in financial investments in energy efficiency by program participants and stakeholders.
  • Annual carbon emission reductions of 6,552.06 tonnes.
  • The delivery of $1,888,334.11 in financial incentives to home and building owners in over 25 communities across the BC – from the provincial capital to Haida Gwaii.
  • The distribution of 3,694 low flow showerheads, primarily to affordable multi unit residential buildings.
  • Energy efficiency training for 275 realtors.
  • Finally, ESP grants were distributed to:
    • 609 Homeowners in 19 communities (including the Capital Regional District and Haida Gwaii)
    • 36 affordable housing buildings, with 1396 units, in 8 communities
    • 18 multi unit residential buildings, with 315 units, in 5 communities
    • 14 small commercial buildings in 4 communities
    • 3 alterative energy projects and 4 small commercial buildings on Haida Gwaii.
